Summary:

The Director of Contracts and Strategic Development is a full-time remote position which reports directly to Tidewater Area Group Vice President of Operations. The Director of Contracts and Strategic Development is responsible for implementing business strategies that support the full federal contracting business lifecycle; from business development to contract close out. All activities of this position will focus on helping the executive team increase value to our shareholders through long-term, sustainable profitability for assigned companies.

Responsibilities

Essential Job Functions:

    Be expected to work in close partnership with government Contracts personnel to develop and/or review documentation necessary for various types of acquisitions, including original text for Statements of Work (SOWs), Statements of Objectives (SOO), Market Research, Acquisition Strategies and Plans, evaluation criteria, and/or related source selection documentation
  • Provide advice, counsel, and guidance in the areas of marketing to federal government agencies
  • Compile and analyze federal procurement, economic, financial, demographic, and other business data to identify new business opportunities that align with growth strategies for the corporation
  • Assist in the development of strategic plans, business goals, operational objectives
  • Aid in the development of strategic working relationships with federal small business advocates and contracting professionals
  • Support corporation subsidiaries by performing due diligence to potential strategic partners and vendors as well as developing teaming agreements, joint ventures, and federal agency mentoring programs
  • Analyze and formulate all types of contract documents to include Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), Organizational Conflict of Interest (OCI) Mitigation Plans, Subcontract Agreements, and Change Proposals
  • Review draft and final RFPs to identify and manage business risks and opportunities
  • Support the preparation of proposals by interpreting and comparing solicitation requirements with proposal response strategies.
  • Support negotiations with Government procurement authorities and industry partners
  • Develop standard operating procedures for contract administration, from contract award through closeout, integrating existing information management systems and processes
  • Support compliance of all existing contracts by providing research, consultation, and analysis
Qualifications

Necessary Skills and Knowledge:

  • Expert knowledge of the FAR, DFARS, and other related Government Procurement regulations; experience applying this knowledge and related exceptions for Alaskan Native Corporations strongly preferred.
  • Knowledge of legal and regulatory requirements related to contract negotiations, contract administration, and Government procurement.
  • Strong understanding of all government contract types to include Cost Plus, Cost Plus LOE, Time and Material (T&M), Firm Fixed Price (FFP), and Firm Fixed Price Level of Effort (FFP LOE).
  • Expert knowledge of contract administration principles, proposal preparation, industry practices, regulations, and policies.
  • Ability to embrace change, learn quickly, and thrive in a dynamic corporate environment
  • Skill in working harmoniously within cross-functional teams to achieve common objectives
  • Ability to prioritize tasks, manage multiple projects, and meet deadlines.
  • Possesses attention to detail and effective problem-solving skills.
  • Must have the ability to communicate effectively and diplomatically, both verbally and in writing, with co-workers and with outside agencies, partners, shareholders, and business associates
  • Strong cultural awareness and sensitivity, with the ability to adapt messages and strategies for diverse audiences
  • Basic understanding of relevant software, tools, and systems used in the corporate environment. This includes a proficiency in standard software applications, including Windows and MS Office Suite (Outlook, Word, PowerPoint, and Excel)

Minimum Qualifications:

  • Bachelor's degree required from an accredited college or university in business management, business administration, legal studies, or related field
  • Minimum of 7-10 years of experience in contracts management or related field, with at least 3-5 years in a leadership or strategic role
  • Experience translating operational mission needs into acquisition, technical, and programmatic requirements
  • Experience providing pre- and post-award acquisition support, including market research, requirements analysis, and development of innovative acquisition/contracting processes
  • Proven track record of developing and implementing successful contracts strategies in a fast-paced environment

Preferred Qualifications:

  • Master's degree strongly preferred
  • Certified Federal Contract Manager or Project Management Professional certification strongly preferred
  • Demonstrated experience and capability to advise the federal government on all aspects of the acquisition life cycle to implement and adopt innovative acquisition solutions
  • Active Top-Secret clearance
  • Previous experience working with Alaska Native Corporations (ANCs) and/or previous exposure to Alaska Native cultures
  • Previous government contracting experience

The salary range for this position is $129,500 to $207,200 per year.
